Changes in rehabilitation and social support for war affected people

On August 22, 2025, the Cabinet of Ministers adopted Decree No. 1019 “On amendments to certain acts of the Cabinet of Ministers of Ukraine on the Social protection of persons with disabilities.” The initiative came from the Ministry of Social Policy, Family and Unity of Ukraine. 

The Decree simplifies and improves procedures for providing people with disabilities, servicemembers, and civilians affected by war with assistive rehabilitation devices, expands social guarantees, and strengthens citizens’ protection. 

Key changes include: 

• reduction of paperwork and broader digitalization of procedures; 
• lifelong referrals for prostheses and stump covers (excluding powered wheelchairs and scooters); 
• simplified access for war-affected civilians — only one supporting document is now required (medical examination report, extract from the Unified Register of Pre-Trial Investigations, etc.); 
• extended access to quality prosthetics and orthotics, including advanced devices, particularly for foreigners and stateless people serving in the military; 
• opportunities to learn how to use rehabilitation devices (e.g., tactile cane, wheelchair, mobile phone) at state rehabilitation institutions; 
• warranty repair of prostheses at the manufacturer’s expense, with subsequent repairs covered by the state budget; 
• simplified access to assistive devices for persons with hearing and visual impairments, including compensation for self-purchased items (e.g., white cane); 
• an updated list of documents required for employees of critical infrastructure and civilians injured during hostilities. 

These changes aim to make all procedures more transparent, accessible, and efficient.

• Administrative Service Centers (TsNAPs); 
• local social protection authorities; 
• territorial offices of the Fund for Social Protection of Persons with Disabilities; 
• protez.msp.gov.ua.
