Liubov is an older woman from Donetsk Oblast who was evacuated by volunteers and is currently living in a dormitory in the city of Kharkiv. During an outreach legal consultation, she sought assistance because she believed that, due to the evacuation, she would not be able to receive compensation for her destroyed house.
While reviewing the documents, the lawyer established that the ownership right to the house had been registered with the Bureau of Technical Inventory before 2013, and the relevant records were stored only in the archival part of the State Register of Property Rights to Immovable Property. In order to submit a compensation application, this information first had to be entered into the State Register of Property Rights to Immovable Property.
Taking into account the applicant’s health condition, the lawyer provided full legal support: she helped her register in the electronic queue, checked the documents, and accompanied Liubov to the Administrative Services Centre to submit the application. In October 2025, she received an extract from the State Register of Property Rights to Immovable Property confirming the registration of ownership of the destroyed house.
Since the locality where Liubov had lived is situated in an area of active hostilities, after amendments to the legislation were introduced, she gained a real opportunity to apply for compensation. The lawyer continued the legal support and helped her submit the relevant application.
Access to free legal aid in Kharkiv region became possible thanks to the partnership between the Charitable organisation "Caritas Kharkiv" and the Danish Refugee Council, with funding provided by the European Union.
