Oleksandr* was denied state registration of ownership rights to his house in the city of Orikhiv, Zaporizhzhia region, due to the absence of a certificate from the Bureau of Technical Inventory (BTI). Obtaining such a certificate was impossible, as the local BTI is currently not operating. As a result, Oleksandr was effectively unable to register information about the property in the State Register of Rights to Immovable Property.
The man sought free legal aid from the NGO Lviv Mediation Center. The lawyer analysed the situation and found that obtaining the required certificate was practically impossible. The situation was further complicated by the security context - Orikhiv is located near active combat zones and is regularly subjected to shelling. Nevertheless, obtaining an extract from the register was critically important for Oleksandr, since without registration he could not fully exercise his ownership rights in the future.
The lawyer proposed an alternative mechanism - submitting documents online through the Diia portal. During the first attempt to submit the documents, technical difficulties arose, including the inability to generate a qualified electronic signature through the Privat24 service. After resolving the technical issues related to the qualified electronic signature (QES), the application was submitted electronically.
In December 2025, Oleksandr received an extract from the register, which made it possible to officially confirm his ownership rights.
