On 4 March 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 306 approving the Procedure and Criteria for Defining Risk Farming Zones, and the document entered into force on 12 March.
According to clarifications provided by the Ministry of Economy, Environment and Agriculture of Ukraine, this is the first systematic mechanism allowing agricultural land to be classified as located within risk farming zones not only because of adverse climatic conditions, but also due to the impact of hostilities. Once the list of such land plots is approved, agricultural producers will be able to apply for state support.
For frontline, border, and potentially mined territories, this decision has not only regulatory but also practical significance. It transforms a problem that previously existed merely as a factual risk for farmers into an officially recognised administrative procedure.
Under the new procedure, land plots may be classified as located within risk farming zones if they:

Check whether your land plot falls under the above-mentioned criteria.
First of all, it is necessary to determine whether the land plot is located within the designated border/frontline zone or belongs to territories contaminated or potentially contaminated with explosive ordnance.

Make sure you are registered in the State Agrarian Register and, if not, register via the relevant portal.
The new procedure directly provides that an agricultural producer must be registered in the State Agrarian Register.

Log into your personal account in the State Agrarian Register using a qualified electronic signature or BankID and fill in all required information in the relevant sections of the account.

After re-authorisation, please ensure you check in the “Land Plots” section whether information about the land plot is correctly identified, as the data should automatically be retrieved from the State Land Cadastre and the State Register of Rights to Immovable Property.
Since confirmation is carried out through electronic verification between registries, it is especially important in practice that the land plot is correctly reflected by cadastral number and other registration data.
Important! Data exchange between registries is carried out using the taxpayer identification number as a unique identifier. To correct errors in information regarding land plots or animals, it is necessary to contact the administrators of the relevant registries. After corrections are made, make sure to verify the updated information in your personal account.

The Resolution is important because the state formally recognises that hostilities, proximity to the border, the line of contact, and mine contamination may constitute independent grounds for establishing a special support regime for agricultural producers. For farmers, this means that classification of a land plot as part of a risk farming zone is not merely declarative status, but a potential instrument for accessing state support.
