Annual health improvement allowance for people with disabilities

In Ukraine, people with disabilities who have been diagnosed with a disability as a result of health injuries caused by explosive ordnance on the territory of Ukraine can receive financial assistance for health improvement (rehabilitation).  


General information  

Financial assistance for rehabilitation for people with disabilities caused by explosive ordnance is provided annually until 15 October of the current year.  


Who can apply for assistance?  

  • People with disabilities.  
  • Children with disabilities. 

The main condition is that the disability is established as a result of health injuries caused by explosive ordnance on the territory of Ukraine.

How to get allowance?  

You can receive health improvement allowance by contacting the nearest Administrative Service Centre with the following documents:  

  • Application for allowance. 
  • A copy of your passport (or e-passport in the Diia mobile app).  
  • For children under 14 years of age — a copy of the child's birth certificate or e-birth certificate.  
  • A copy of the tax registration certificate (or in electronic form in the Diia app). 
  • A copy of the certificate of the medical and social expert commission or an extract from the decision of the expert team for assessing the person's daily functioning on the group and cause of disability (for persons over the age of 18) or a copy of the conclusion of the medical advisory commission of the healthcare institution on the establishment of the category "child with disability" (for children under the age of 18).  


Please note: The health improvement allowance is paid only if such a person with a disability has not received a free health resort voucher or health improvement voucher during the current year.
