Privileges for housing and utilities services

A pilot project to introduce a simplified mechanism for a war veteran or one of their family members to apply for registration and receive privileges for housing and utilities services or to purchase solid fuel and liquefied gas will continue until the end of 2025. 

Previously, a war veteran had to submit an application for inclusion in the register of beneficiaries and then an application for privileges, but now a war veteran can submit one application for registration as a war veteran and for privileges under the pilot project. Such an application can be made completely online on the Pension Fund of Ukraine portal. 


What are the privileges? 

A housing and utility privileges is a financial assistance from the state, granted to certain categories of people. For example, these can be war veterans and family members of deceased war veterans. 


In Ukraine, privileges are provided for the following services: 

  • use of housing (rent); 
  • management of an apartment building, utilities (centralised cold water supply, centralised hot water supply, water disposal, heat and electricity, natural gas, centralised heating, household waste disposal); 
  • use of solid household fuel, liquefied gas. 


What is the amount of the privileges? 

 

⚠Please note: This privilege is granted within the average consumption rates determined by law and calculated using the formula individually for each family.  


The area of housing for which the discount is granted is 21 square metres for each family member, and an additional 10.5 square metres per family. At the same time, for families consisting only of disabled persons, double the size of the housing area is applied (42 square metres for each person entitled to a discount and 21 square metres per family). 


How can I apply for a housing and utility privilege online? 

The online application process is currently available in a simplified mode on the Pension Fund of Ukraine portal. Previously, privileged categories of citizens had to collect documents and submit an application for entering data into the Register of Beneficiaries, and only then - an application for privileges.  

As part of the pilot project, by the end of 2025, it will be possible to submit one application for registration of a war veteran and granting him or her privileges under the pilot project. This approach greatly simplifies the procedure and speeds up the receipt of privileges. 

 

The following steps are required to complete the application:

 

1. Prepare the necessary documents 

Scanned copies of original documents (passport, identification code, documents confirming the right to a pension, etc.) 

NB! 

  • scans must be in colour, clear and legible
  • documents saved in JPG, JPEG or PDF formats, documents containing more than one page must be attached as a single file; 
  • the size of each file is up to 1 MB
  • file names must match the content (e.g. passport.pdf, code.jpg). 


⚠Please note: To correctly calculate the amount of privileges, you must attach a receipt for payment of services to your application. This is important because it will contain information about 

- the total area of the dwelling (sq.m.); 

- heated area of the dwelling (sq.m.); 

- type of housing (individual house or apartment building); 

- number of floors in the house. 

 

2. Get a Diia.Signature 

If you don't have it yet: 

  • Download the Diia mobile application to your smartphone; 
  • Go to the Diia.Signature function; 
  • Click on "Activate Diia.Signature" and complete the verification using photo identification
  • Create and memorise a five-digit code for signing. 

 

3. Log in to your Pension Fund personal account 

  • Open the website https://portal.pfu.gov.ua on your computer; 
  • In the upper right corner, click "Sign in" → , select "Sign in via Diia.Signature"; 
  • Click "Get login code" - a QR code will appear on the screen; 
  • Open the Diia app on your smartphone →  scan the QR code; 
  • Click "Confirm", activate the signature, go through photo identification, and enter the five-digit code. 

After successful authorisation, you will be automatically logged into your personal account on the Pension Fund portal. 


4. Fill in the application form  

In your personal account on the Pension Fund portal: 

  • Go to the section "Communication with the Pension Fund"
  • Select the tab "Application for housing subsidy or privileges"; 
  • Select the type of application (Application for registration of a war veteran and provision of privileges under the pilot project); 
  • Fill in the application form; 
  • Attach scanned copies of the required documents; 
  • Click "Generate application"
  • Sign it using Diia.Signature; 
  • You will receive a signature request in the Diia app on your smartphone. Click "Sign and send to the Pension Fund"


⚠Please note: by signing the application for the assignment and granting of a housing and utility privileges, you refuse to receive a housing and utility subsidy, if you have received one. 


5. Keep track of the result 

The entire process of processing your application can be tracked in the "My Applications" section in your personal account on the Pension Fund portal. 


For reference. 

Diia.Signature is a modern alternative to an electronic digital signature (EDS) that allows you to sign documents remotely. There is no need to install anything separately - everything works through the Diia app. 

 

What should family members do if something happens to the recipient of the privilege? 

If a beneficiary (war veteran, person with special services to the Motherland, affected participant of the Revolution of Dignity, family member of a deceased war veteran, etc.) was taken prisoner or declared missing under special circumstances, the payment of privileges in cash is made at the request of one of his or her family members who lives in the residential premises at which the privileges are provided. In this case, the funds will be transferred to the bank account of such a family member. 

In the event of the death of a beneficiary to whom privileges have been accrued, the family members of the deceased may receive funds not paid in connection with the death of the beneficiary.
