The updated eVidnovlennia procedure in case of repeated damage

In many frontline communities, housing may be damaged more than once. Previously, it was possible to submit a new application for compensation through “eVidnovlennia (eRecovery)” only after the repair under the previous application had been completed. As a result, people were often unable to promptly report new damage.

The procedure has now been changed - a new application can be submitted even if repairs under the previous one are still ongoing.


How did it work before?

Previously, it was necessary to:

  1. Receive compensation for the first damage.
  2. Carry out repairs within the approved estimate.
  3. Collect all supporting documents: receipts, acts, “before/after” photos.
  4. Submit a repair completion report.
  5. Wait for the application to be closed.
  6. Only after that, submit a new application if additional damage occurred.

This created difficulties if the housing was damaged again before the first repair was completed.


How does the updated procedure work?

If the housing has sustained new damage:

  1. In the Diia application, open the “Repair Report” section for the first application.
  2. Tick the box “The property was damaged again.”
  3. Submit a new damage report.
  4. Submit a new application for compensation.
  5. After that:
  • The commission conducts a repeated inspection of the housing.
  • Records the new damage.
  • Reviews the scope of repairs already completed.
  • Determines a new amount of compensation.
  • Closes the previous application.


Important to know

The account linked to the previous application must be closed. If the account to which the funds were transferred is still active, the system will notify you. Unused funds are automatically returned to the state budget. A new account must be opened for the new application.


What should you pay attention to?

1) Possibility to pause repairs

If some materials were lost or damaged during a repeated attack, it is important to:

  • keep receipts, contracts, and payment documents;
  • document the condition of the housing with photos or videos at each stage, both before and after the repeated damage.

This will significantly assist in determining the amount of the new compensation.


2) Work of commissions

Commissions may operate under different workloads, especially in frontline areas.

To avoid misunderstandings, it is recommended to:

  • independently document the damage (photos, videos, witness statements) before the commission arrives;
  • if possible, obtain certificates from the State Emergency Service (SES) or the military administration;
  • during the inspection, ensure that the report includes wording reflecting the repeated nature of the damage (with references to the previous report, dates, etc.).


3) Calculation of compensation

The commission determines the amount of compensation based on a combined assessment of:

  • the work that has already been completed;
  • materials that were damaged;
  • new destruction.

If you disagree with the results, the commission’s report may be appealed. Therefore, regardless of the commission’s conclusions, keep photos, documents, and proof of expenses - this will significantly assist in the appeal process.
