Assistance in Obtaining IDP Housing Payments

Due to the war, Yulia and her two children were forced to relocate to Poltava. Her husband does not live with the family, as he is a serviceman and is constantly deployed on duty. Yulia is entitled to receive housing payments for herself and her children, with her husband’s income excluded from the calculation.

In August 2024, Yulia applied to the Department of Social Protection and submitted a certificate from her husband confirming his military service. However, she was denied the payments on the grounds that the certificate did not meet the required format.

The support of Daria, a lawyer from the "Institute of Analytics and Advocacy", proved essential. She prepared an official request to the Ministry of Social Policy, asking for clarification on the required format of the military certificate and pointing out the unlawfulness of withholding the payments. Following the review of the request, in January 2025 Yulia received the overdue housing payments for internally displaced persons (IDPs) for the entire period — for herself and her two children.

Free legal aid in Poltava Oblast is provided by the NGO "Institute of Analytics and Advocacy" in cooperation with the Danish Refugee Council (DRC) and with funding from the European Union.
