What aid could Ukrainians get in Germany?

Germany provides a number of social benefits for Ukrainians.


Yes, a citizen of Ukraine has the right to receive financial assistance (civil aid).


In order to receive these funds, you must have:

- a residence permit; or

- a temporary residence permit (the so-called certificate or replacement certificate issued by the immigration authorities, provided that it was issued before 31 May 2022).

To apply for social benefits, you must go to a labour office. The forms required for this purpose are only available in German and can be found on the website here.


If you are disabled or receive an elderly pension, you can receive money from the social security office (social assistance). A prerequisite for receiving civil assistance or social assistance is, among other things, that you have received a residence permit (Aufenthaltserlaubnis) or a corresponding "temporary certificate" (Fiktionsbescheinigung) from the Federal Office for Foreigners. The local labour office or local social security office will advise you on this.


Assistance is usually paid in cash. It can also be in the form of vouchers, e.g. for food, clothing, hygiene products and rent. In addition, as a recipient of civil assistance, you are entitled to state health insurance. The possibility of one-off payments is also considered, for example, for the first furnishing of an apartment. For children and young people, additional education and integration support is available under certain conditions, for example for extracurricular activities or music lessons.

Germany also provides medical services. 


If you receive money from the labour office, this means that you have public health insurance (gesetzliche Krankenversicherung). This means that, just like other people who have health insurance, you are covered by the provisions of the law regarding medical care, maternity care, and the prevention and early diagnosis of diseases.


If you are receiving social assistance, this means that you are not covered by public health insurance. However, you will receive a health insurance card (Krankenversichertenkarte) from the public health insurance office (gesetzliche Krankenkasse), which will allow you to receive healthcare services that are equivalent to those provided by public health insurance. The costs will be covered by the social security office.
