What are the conditions and restrictions related to the provision of medical care and treatment to Ukrainians seeking asylum in Romania, in particular for those who crossed the border with a biometric passport, have the right to legal residence or enjoy a form of international protection?

Romania provides Ukrainian asylum seekers with primary medical care and treatment, access to hospital care and treatment for acute or chronic life-threatening conditions.

 

The conditions under which access is provided are as follows:

•      Free medical care for up to 90 days if Ukrainian citizens crossed the border into Romania with a biometric passport.

•      Ukrainian citizens who do not have international protection status but have the right to legal residence in the country will have access to the aforementioned services after paying insurance contributions based on income or starting from the date of their social insurance payment declaration.

•      Ukrainian citizens who have international protection status have health insurance coverage under the social health insurance system, similar to that provided to Romanian citizens.

 

Ukrainians in need of consultation with a specialist doctor, such as a surgeon, oncologist, gastroenterologist, and many others, can receive it without a referral from a family doctor. In other words, they can directly approach the specialist they believe they need. The doctor will then prescribe all necessary tests, additional examinations, and treatment. If possible, the treatment can be provided at home, or if necessary, hospitalization will be arranged.

 

Individuals who have applied for refugee status have the right to:

 

•      Receive free primary medical care and adequate treatment, emergency medical care, as well as medical assistance and free treatment for life-threatening acute or chronic illnesses through the national healthcare system and emergency qualified first aid.

•      Be included in national healthcare programs aimed at prevention, monitoring, and control of infectious diseases in situations of epidemiological risk.

•      Receive adequate medical care if you are an asylum seeker with special needs.

 

For Ukrainians, medications covered by the Romanian national healthcare system are provided 100% free of charge. The list of these medications can be obtained at pharmacies or from a family doctor.

 

Free medications can only be obtained with a prescription from a specialist doctor or a family doctor.

 

Medical assistance for pregnant women

 

Ukrainian women can seek medical services during and after pregnancy from:

•      Family doctor

•      Ambulatory obstetrician

•      Obstetrician (for example, in the association of independent midwives, +407 247 7221)

 

All services for expectant Ukrainian mothers are free of charge. The family doctor and/or obstetrician can monitor the progress of the pregnancy from the early months. After discharge from the maternity ward, the family doctor and/or obstetrician may offer home consultations for monitoring the child and providing consultations to mothers during the first six weeks after childbirth.

 

The obstetrician and/or family doctor can provide consultations and education on healthy pregnancy, breastfeeding, and child development.
