What documents are required to enroll a child with special educational needs in an inclusive group?

Preschool educational institution

One of the parents or another legal representative of the child (e.g., a guardian) has to apply to the educational institution with the following documents:

  • an application for enrolment of the child in the educational institution (in any form);
  • a copy of the child's birth certificate;
  • a medical certificate of health (indicating the possibility of attending an educational institution), together with a vaccination card;
  • conclusion of the inclusive resource centre ("IRC") on a comprehensive psychological and pedagogical assessment of the child's development.

The head of the educational institution shall enroll: (i) on the basis of an order, (ii) during the calendar year, and (iii) in the order of priority of receipt of applications for enrollment.

Secondary education institution (school, gymnasium, lyceum, etc.)

One of the parents or another legal representative of the child (e.g., a guardian) has to apply to the educational institution with the following documents:

  • an application for enrolment of the child in the educational institution (according to the sample);
  • an identity document (passport, permanent residence permit, etc.), which is presented when submitting the application;
  • the child's birth certificate (a copy with the original to be presented during the visit);
  • original/copy of a medical certificate on the results of mandatory preventive medical check-up;
  • a document on education (if available if the child attended the relevant class);
  • a conclusion of the IRC on a comprehensive psychological and pedagogical assessment of the child's development (or an extract from the minutes of the meeting of the psychological, medical and pedagogical consultation).

The head of the educational institution shall enroll: (i) on the basis of an order, (ii) before the beginning of the academic year, (iii) in accordance with the territory of the institution's service area, and (iv) subject to availability of places. Information on the availability of places, service area, number of pupils in each class, capacity of the educational institution shall be published on the information stand of the educational institution and its website (in the absence of a website – on the website of the body in charge of the educational institution) annually within two working days from the date of the decision to enrol pupils, but not later than one month before the start of application.

Special institution of secondary education

Types:

  • special school; and
  • educational and rehabilitation centre (for people with special educational needs caused by complex developmental disorders).

Children with persistent physical, mental, intellectual or sensory disabilities are enrolled in a special general secondary education institution (the list can be found here).

For enrollment, one of the parents or another legal representative of the child (e.g., a guardian) has to apply to the educational institution with the following documents:

  • an application for enrollment of the child in the educational institution (according to the sample);
  • a copy of the child's birth certificate;
  • a medical certificate of the results of mandatory medical check-ups together with a vaccination card;
  • a certificate from a paediatrician or family doctor of the healthcare facility where the child is observed (for preschool children);
  • conclusion of the IRC on a comprehensive psychological and pedagogical assessment of the child's development (or an extract from the minutes of the meeting of the psychological, medical and pedagogical consultation);
  • a conclusion of the medical advisory commission on the child's disability (if any);
  • individual rehabilitation programme for a child with a disability (if available);
  • original or copy of the relevant educational document (except for first and second grade pupils) for the relevant grade, a document confirming the completion of education;
  • opinion of an audiologist or otolaryngologist (for children with speech impairment);
  • a psychiatrist's report (for children with intellectual disabilities);
  • decision of the guardianship and custody authority (for orphans and children deprived of parental care).

The head of the educational institution shall enroll the student on the basis of: (i) an order, (ii) an application submitted by one of the parents (other legal representative) and (iii) the attached documents.

Please note that a special educational institution may enroll persons from any territory that does not have a relevant special educational institution.
