The following guidelines should be followed to record damage or destruction of property:

  1. Submission of an information report:
  2. Fill out an information report on damaged or destroyed property to the Register of Damaged and Destroyed Real Estate. This can be done through the Diia portal or other provided mechanisms.
  3. Documentary evidence of damage/destruction:
  4. In accordance with the CMU Resolution on recording information on damaged and destroyed property, it is necessary to collect official documents confirming the damage or destruction of property. They may include:
  • An act of the SES (State Emergency Service);
  • Extract from the Unified Register of Pre-trial Investigations (URPI);
  • Damage assessment report prepared by a licensed expert;
  • A property inspection report.

5. Photographic and video evidence:

  • Take high-quality photos and videos of the facility before and after the damage/destruction.
  • Capture the general view of the facility, details of the damage, and the date and location of the incident.

6. Testimony:

  • Obtain written statements from eyewitnesses to the incident.
  • Have them signed by witnesses and, if possible, notarised.

7. Appeal to law enforcement agencies:

  • Submit a statement to law enforcement agencies about the fact of damage/destruction of property to enter the relevant information into the URPTI.

8. Additional materials:

  • Use official information from the media, publications in official sources, or confirmation from local authorities about hostilities or emergencies in the region.
