How to get a certificate for traveling abroad with a disability?

Documents confirming the status of a person with a disability:

1. Certificate of a person with a disability.

• It can be obtained after establishing a disability group through a medical and social expert commission (MSEC).

2. A pension certificate or a document on the appointment of social assistance:

• Issued by the Pension Fund of Ukraine or social security authorities.

3. An extract from the examination report of the MSEC:

• Contains information about the disability, its group and causes.

How to obtain the necessary documents:

1. Apply to the MSEC:

• If disability has already been established, an extract from the examination report is provided during the examination.
• In case of loss of the document, you can apply to the MSEC where the examination was conducted for reissuance.

2. Obtain a pension certificate or social assistance document:

• Apply to the Pension Fund of Ukraine or social security authorities at your place of residence.
• Provide your passport, identification code, and a document certifying your disability.

3. Issue a certificate of a person with a disability:

• Issued on the basis of the decision of the MSEC.

Additional requirements for departure:

• Make sure that all documents are valid.
• If you cross the border for medical treatment, you may need additional confirmation from medical institutions (for example, an invitation from abroad or a medical report).
