Who can cross the border during martial law?

General rules:

  • Men between the ages of 18 and 60 are prohibited from traveling abroad during martial law, except for the categories established by law.

Exceptions for which travel is allowed:

1. Reserved employees:

  • Persons who are reserved for the period of mobilization by public authorities, enterprises or organizations.

2. Persons with disabilities:

  • Men who have documents confirming their status as a person with a disability.

3. Deregistered from the military register:

  • Unfit for military service by the decision of the Military Medical Commission (MMC) with exclusion from the military register.

4. Men with children:

  • Support three or more children under the age of 18.
  • Independently raise a child (children) under the age of 18.
  • Are a parent, guardian, foster parent, or foster caregiver of:
  • Children with disabilities under the age of 18.
  • Children with severe perinatal nervous system disorders, severe congenital malformations, or rare orphan diseases.
  • Orphans or children deprived of parental care under the age of 18.
  • An adult child with a disability of group I or II.

5. Accompanying persons:

  • A spouse who is a person with a disability.
  • Parents or parents of a spouse with a group I or II disability.
  • Persons with disabilities of group I or II or those who need constant care.

6. Persons with guardianship responsibilities:

  • Are guardians of persons with disabilities or persons recognized by the court as incapacitated.

7. Men whose wives are in the military:

  • Have a minor child and a wife serving in the military.

8. Drivers:

  • Transport medical supplies or humanitarian aid.

Important requirements:

  • Documentary evidence: The spouse must provide all necessary documents confirming the grounds for departure, e.g:
  • Birth certificates of children.
  • Certificates of disability from the Medical Service of Ukraine.
  • Conclusion of the military qualification commission on unfitness for service.
  • Certificates from the place of work for booked employees.
  • Confirmation from the authorities dealing with humanitarian cargo.

Before departure, it is recommended to contact the State Border Guard Service of Ukraine to clarify current requirements and confirm the list of required documents.
