Which conscripts are not subject to the reservation?

The following categories of persons liable for military service are not subject to reservation:

1. Employees who do not meet the criteria for reservation:

  • Persons who do not perform tasks related to mobilisation orders.
  • Employees working on the basis of civil law contracts rather than as employees.
  • Those who do not hold critical positions to ensure the smooth operation of enterprises or industries.

2. Persons with deficit military specialities (MSP):

  • Persons with military occupational specialities identified by the Ministry of Defence of Ukraine as critically needed for the Armed Forces of Ukraine.

3. Persons not registered with the military:

  • Citizens who did not register for military service after reaching the age of conscription.
  • Women without military specialities (except for those who have voluntarily registered).
  • Persons who do not officially reside in Ukraine.

4. Persons exempt from conscription:

  • Persons with disabilities.
  • Parents with three or more children under the age of 18.
  • Guardians of children or persons with disabilities.
  • Persons who are full-time carers of sick relatives.
  • Full-time students and postgraduate students.
  • People's deputies of Ukraine and members of local councils.
  • Researchers and academic staff.
