What happens if you do not register abroad?

If a person liable for military service, conscript or reservist stays abroad for more than three months and does not register with a foreign diplomatic mission of Ukraine within seven days of arrival, this is a violation of the law.

1. Administrative liability in Ukraine:

  • A fine for violation of the rules of military registration:
  • In peacetime: from UAH 3,400 to 5,100.
  • For repeated violations within a year: from 5,100 to 8,500 UAH.
  • During a special period (including martial law): from UAH 17,000 to 25,500.

2. Additional consequences:

  • Not being registered may make it difficult to obtain documents such as a passport, driver's licence, etc.
  • Possible restriction of the right to return to Ukraine in case of increased mobilisation control.
  • In case of evasion of duties that require military registration, a person may face obstacles in obtaining official documents or passing inspections at consulates.

3. Criminal liability:

  • If a violation of the rules of military registration is considered to be a deliberate evasion of duty, criminal proceedings may be initiated for evasion of mobilisation, in particular during a special period.
