If you left Ukraine because of the war after 24 February 2022, you can enter France without additional documents under the following conditions:
1. You have a document proving your identity and citizenship: a passport, both biometric and regular, or a passport of a citizen of Ukraine in the form of a card, or a certificate of identity issued by the Embassy of Ukraine.
2. You may also provide a stamp of crossing the Ukrainian border and entering a Schengen country or other confirmation of such crossing (for example, a border crossing certificate issued by the border guard service of the country you entered from the territory of Ukraine).
Accordingly, we recommend that you make sure that the border guards of the country through which you entered the Schengen area stamped your passport with a border crossing stamp or obtain a border crossing certificate from them.
If you left Ukraine before 24.02.2022, or if you are entering from other than Ukraine or other EU countries (while travelling from Ukraine), you can enter France only on general grounds - with a valid biometric passport or a valid non-biometric passport and a short-term Schengen visa, a long-term visa to enter France or a residence permit in France or another EU country.
If you arrived from Ukraine after 24.02.2022 due to the war and do not have a passport, French institutions may require you to provide a photo ID. A similar document may be issued for your child, who has only a birth certificate.
If your passport or your child's passport has expired or is about to expire, you can renew it. If you have a valid international passport, you can also add your child's details to it.
If you are planning to travel outside the EU (except for trips to Ukraine), you need to confirm in advance with the embassy of the country concerned and the airline you plan to use whether such travel is possible with an extended passport/for children entered in the parents' passport.
These actions are carried out free of charge, on the day of application to the Embassy. Please check the working hours here.
At the earliest opportunity, you should apply for a new passport - at the Embassy, by appointment, or at one of the departments of the State Enterprise "Document" abroad: https://warszawa.pasport.org.ua/centers.
You can renew your passport no earlier than 2 months before its expiry date. This period is defined by law and cannot be violated (passports expiring more than 2 months before the date of expiry cannot be extended).
To extend the validity of an adult's passport, an applicant submits the following documents at the reception:
- Application form (to be received and filled in during the reception);
- The applicant's foreign passport + 1 copy of the first page;
- Passport of the citizen of Ukraine of the applicant (if the passport has expired) + copies.
To extend the validity of a child's passport, one of the parents must submit the following documents in the original:
- Application (received and filled in during the reception);
- The child's foreign passport + 1 copy of the first page;
- Foreign passport of the applicant (the parent who submits the documents) + copy of 1 page;
- Child's birth certificate + copy. If the birth certificate is not issued in Ukraine, it must be duly certified and translated into Ukrainian (for more information on the requirements for such a certificate, see the section "Issuing a passport for children", paragraphs 3-4);
- If the parent who submits the documents changed his/her surname or name after the child's birth, a document confirming this change (certificate of change of name, divorce certificate) + a copy must be submitted.
The presence of a child under 16 is not required.
If the child’s appearance has changed a lot, you can also submit one passport photo of 3.5 by 4.5 centimetres, which will be pasted into the passport with an extended validity period.
If you left Ukraine after 24.02.2022 without a foreign passport, using a passport of a citizen of Ukraine ("internal" passport), you can obtain an identity confirmation certificate with your data and photo at the Embassy. Such a document can also be issued for minor children who left Ukraine on the basis of a birth certificate, if their parents do not have foreign passports (i.e., it is not possible to enter the child's data as mentioned above).
This document is issued free of charge, on the day of application to the Embassy.
It is not possible to obtain a new passport or extend the validity of an existing "internal" passport of a citizen of Ukraine (in the form of a booklet or in the form of an ID-card) at Ukrainian diplomatic missions abroad.
The Resolution of the Cabinet of Ministers of Ukraine No. 1202 of 21.10.2022 stipulates that passports of Ukrainian citizens in the form of a card, which expired 30 days before 24 February 2022 and after 24 February 2022, and passports of a citizen of Ukraine issued in 1994, which do not have a photograph of a person upon reaching the age of 25 or 45, and which expired 30 days before 24 February 2022 and after 24 February 2022 are identity documents confirming the citizenship of Ukraine and are subject to exchange or insertion of new photographs in accordance with the age reached within 30 calendar days from the date of termination or cancellation of martial law.
It is possible to obtain a passport of a citizen of Ukraine in the form of an ID-card abroad at the offices of the Passport Service of the State Enterprise "Document", which are currently open in Poland, the Czech Republic, Slovakia and Turkey. The addresses of the offices can be found here: https://pasport.org.ua/centers.
