When can a person be held criminally liable for committing domestic violence?

If domestic violence is systematic (occurring at least three times) and causes physical or psychological suffering, health disorders, loss of working capacity, emotional dependence, or deterioration in the survivor’s quality of life, it may be recognized as a criminal offense, and the perpetrator can be held criminally liable accordingly.
