Is there liability for committing sexual harassment?

Yes, in December 2024, administrative liability was introduced for committing sexual harassment under Article 173-7 of the Code of Ukraine on Administrative Offenses - “Sexual Harassment.” 

Sexual harassment is the intentional commission of offensive or humiliating acts of a sexual nature against a person’s will, expressed verbally or non-verbally (words, gestures, body movements), including through electronic communications. 

For a first offense: 

  • Fine from 1,360 to 2,720 UAH (80 to 160 tax-free minimum incomes) 
  • Community service for 20 to 40 hours 
  • Correctional labour for up to 1 month with a deduction of 20% of earnings. 

For a repeated offense within one year, or in the case of sexual harassment against a person who is materially, professionally, or otherwise dependent on the offender: 

  • Fine from 2,720 to 4,760 UAH (160 to 280 tax-free minimum incomes) 
  • Community service for 40 to 60 hours 
  • Correctional labour from 1 to 2 months with a deduction of 20% of earnings 
  • Administrative arrest for up to 15 days.
