Who is the Human Rights Commissioner and how can you reach out to them?

The Ukrainian Parliament Commissioner for Human Rights is an independent official who exercises parliamentary control over the observance of human and civil rights and freedoms. His main goal is to protect the rights of every person, regardless of whose actions or inaction led to their violation.

Powers of the Commissioner:

  • Receives appeals on violations of human rights and freedoms.
  • Carries out inspections of the actions of state bodies, local governments, their officials, as well as legal entities and individuals.
  • Monitors compliance with human rights legislation.
  • Provides recommendations for eliminating violations.
  • Protects the rights of persons whose freedoms have been restricted, including during war or in connection with emergencies.

How to contact the Ombudsman?

1. A written request:

  • Prepare a statement with your contact details, a description of the violation and a request for protection.
  • Send the application by post to the Commissioner's Office.

2. Electronic application:

  • Write to the official e-mail [email protected].
  • In the text of the email, describe the situation in detail, attach scanned copies or photos of supporting documents (if necessary).

3. Hotline:

  • Call 0800 50 17 20, which is manned for a prompt response.

4. Personal reception:

  • Contact the regional office or the central office of the Commissioner by appointment.

Additionally:

Applying to the Ombudsman is free of charge. The appeal is reviewed as soon as possible, especially if it involves a threat to a person's life or freedom.
