Preschool education in Italy: enrollment, conditions and financial support for Ukrainian families

Preschool education lasts 6 years, is optional and is divided into:

  • nursery (for children aged 3 months to 3 years); and
  • pre-school (for children aged 3 to 6 years).

Municipalities regulate the enrollment procedure at the local level, and the deadline for submitting applications may vary from city to city.

In general, in order to register, you have to contact the municipality's school services department (Dipartimento dei Servizi Scolastici) and provide the following documents:

  • the certificate confirming your place of residence;
  • residence permits for the adult and the child enjoying temporary protection;
  • the child's birth certificate (in case of absence − the child's residence permit); and
  • a child's vaccination certificate.

Pre-school education is free of charge, parents pay only for meals and child insurance.

Parents with children aged 3 months to 3 years can receive a subsidy up to EUR 3,000 per year to pay for kindergarten or home childcare costs (if the child cannot attend kindergarten for health reasons).

The parent who pays for the child's education or home care must submit an application through the online service.

The following documents have to be attached to the application:

  • a copy of the identity document of one of the parents and a copy of the parent's residence permit;
  • a receipt of the first payment for the kindergarten;
  • a certificate of attendance of the kindergarten;
  • a court decision in case of adoption of a child;
  • a pediatricians certificate certifying that the child is unable to attend the kindergarten, in case of home care.
