Thus, emergency medical care will be provided free of charge even in the absence of a signed declaration with a family doctor.

Conditions for providing emergency medical care

An emergency is an acute deterioration in physical or mental health that:

  • poses a direct and imminent threat to human life or health;
  • requires immediate medical intervention.

The absence of a declaration with a family doctor is not an obstacle to the provision of emergency care.

Procedure for doctor's actions in an emergency

Primary medical care (PMC) is provided by a general practitioner, paediatrician or family doctor of a state or municipal medical institution within his/her working hours.

If a doctor finds that a patient's condition requires:

  • emergency medical care (in case of a critical condition);
  • Secondary (specialised) or tertiary (highly specialised) medical care, the doctor shall call an emergency (ambulance) team.

The doctor is obliged to provide the patient with appropriate medical care until the ambulance arrives.

Important for IDPs

  • Internally displaced persons cannot be denied emergency care because they do not have a declaration.
  • Doctors do not have the right to demand a declaration as a condition for providing medical care in case of an emergency.
