Yes, but under certain conditions:

1. For persons who are caring for a person with a disability or an incapacitated person:

  • Travelling is permitted if you have one of the following documents:
  • A certificate or certificate of receipt of compensation/allowance for care.
  • Conclusion of the medical commission and the act of establishing the provision of care issued by local executive bodies.
  • Documents confirming the person's disability (e.g., a certificate from the Medical Service of Ukraine).

2. For persons caring for a family member (parents, husband, wife, children):

  • Must be provided:
  • A document confirming kinship (passport, birth or marriage certificate).
  • Conclusion of the medical advisory commission on the need for constant care.

Restrictions for persons liable for military service: Persons liable for military service who provide permanent care for an elderly person may travel abroad only in the following cases:

  • Documents confirming the person's disability or incapacity (court decision).
  • If an elderly person needs care, but does not have the status of a person with a disability and is not recognised as incapacitated, it is impossible for a person liable for military service to travel abroad.
