Are there state benefits/programs for students who are registered as IDPs?

Yes, internally displaced students (IDP student) can receive the following state targeted support:

  • full coverage of the tuition fees at the expense of the state budget in case of admission of the applicant for studying under the state order;
  • partial coverage of the tuition fees at the expense of the state budget by providing long-term loans for education;
  • priority transfer of a student to study at the expense of the state budget if there are grounds (e.g., certain rules of admission in 2022 provided the following grounds for transfer: (i) availability of places for transfer, (ii) specialty is covered by the list of specialties that are granted special support, and (iii) their competitive score is not lower than the passing score by more than 15 points);
  • social scholarship for persons studying at the expense of the state budget on a full-time basis;
  • free provision of books;
  • free access to the Internet, database systems in state and municipal educational institutions; and
  • accommodation in dormitories for free or with a discount for full-time students.

To receive a state targeted support, an IDP student shall submit an application in arbitrary form to the director of the educational institution.

Requirements for the application:

  • the application shall indicate the specific types of state targeted support for which the student is applying;
  • a certificate of IDP registration shall be attached to the application.
