What documents are required to receive compensation for the “Municipal Nanny” service?

If the applicant has a child with a disability, a child who requires additional care, or is a person with a disability themselves, the following documents must be submitted:

1. An application for compensation.
2. An application containing bank account details for payments.
3. A copy of the contract with the nanny.
4. Proof of payment for the nanny’s services (for example, a receipt, payment slip or bank statement).
5. A copy of the child’s birth certificate (or a legalized translation if the child was born abroad).
6. A passport and identification code (for foreign nationals and stateless persons — proof of legal residence in Ukraine).
7. A decision establishing guardianship, where applicable.
8. Medical certificate confirming the child’s disability or serious illness.
9. A certificate issued by the Medical and Social Expert Commission (MSEC) or an extract from the decision of the Expert Team for the Assessment of Everyday Functioning of a Person (ETAEFP), for persons with disabilities.

In addition, if the applicant is an internally displaced person (IDP) or lives in an area where preschool educational institutions are not operating, they must also provide:

• a certificate from the parents’/guardians’ primary place of employment confirming their employment and the absence of childcare leave for a child under the age of three;
• a certificate confirming payment of the Unified Social Contribution (USC), Form OK-7, for individual entrepreneurs;
• a certificate from the employment centre confirming registration as unemployed, for unemployed applicants;
• a voucher from the employment centre or a certificate from the place of study/retraining/professional development, in the case of retraining, requalification, or education;
• a decision of the local council on the suspension of operation of preschool educational institutions (not required if such a decision is published on the council’s official website), for families residing in areas where preschool educational institutions are not functioning.
