What is the list of diseases unfit for military service?

In the context of martial law in Ukraine, the issue of mobilization and fitness for military service is of particular relevance. The legislation of Ukraine clearly defines the list of diseases for exemption from military service. Let's take a closer look at the list of diseases for exemption from military service.

General list of diseases unfit for military service in wartime

The main list of illnesses that are not accepted for war is regulated by the Order of the Ministry of Defense of Ukraine of April 27, 2024, No. 262. This document contains a schedule of diseases, as well as conditions and physical disabilities that determine the degree of fitness.

The general list of diseases that are not accepted for military service includes the following:

  • Infectious and parasitic diseases - active tuberculosis, severe forms of viral hepatitis, HIV in the AIDS stage and other infections that are difficult to treat;
  • neoplasms (tumors) - malignant tumors with metastases, leukemias, lymphomas and benign neoplasms that cause significant dysfunction;
  • diseases of the blood and blood-forming organs - severe anemia, blood clotting disorders, hemorrhagic conditions and other diseases with significant changes in the blood composition;
  • endocrine diseases and metabolic disorders - diabetes mellitus, severe forms of thyroid diseases, obesity with significant dysfunction;
  • mental and behavioral disorders - schizophrenia, severe depressive disorders, alcohol and drug addiction, severe mental retardation;
  • diseases of the nervous system - epilepsy with frequent seizures, multiple sclerosis, Parkinson's disease, consequences of strokes with significant impairment of functions;
  • diseases of the eye and adnexa - significant myopia or hyperopia, glaucoma, retinal detachment, blindness in one eye with poor vision in the other;
  • diseases of the ear and ethmoid process - bilateral deafness, severe vestibular disorders, chronic otitis media with complications;
  • diseases of the circulatory system - hypertension of the III stage, coronary heart disease, heart failure of the IIB-III stage, arrhythmias with hemodynamic disorders;
  • respiratory diseases - severe bronchial asthma, chronic obstructive pulmonary disease, bronchiectasis with significant respiratory impairment;
  • diseases of the digestive system - liver cirrhosis, peptic ulcer disease with complications, Crohn's disease, severe ulcerative colitis;
  • diseases of the skin and subcutaneous tissue - widespread psoriasis, papular pustules, atopic dermatitis with severe lichenification;
  • diseases of the musculoskeletal system - rheumatoid arthritis, ankylosing spondylitis, systemic connective tissue diseases with significant dysfunction;
  • Diseases of the genitourinary system - chronic renal failure, polycystic kidney disease, hydronephrosis, severe inflammatory diseases of the genital organs;
  • congenital abnormalities and chromosomal disorders - malformations of the heart, nervous system, musculoskeletal system, leading to significant dysfunctions;
  • Injuries and poisoning - consequences of head, spine, and limb injuries with significant dysfunction, amputations.

The presence of a diagnosis from the list of diseases for exclusion from military registration does not always automatically mean that a person is unfit for service. The decision is made by the military medical commission individually, taking into account the severity of the disease, disease progression and impaired body functions.
