As a result of the war in Ukraine, the number of people with disabilities is increasing. The state is trying to provide them with the necessary conditions for functional recovery and effective rehabilitation, but they often face accessibility issues.
Current legislation provides that housing occupied by people with disabilities, entrances and stairwells in buildings where they live must meet accessibility requirements and be adapted to their needs.
Equipping such premises with ramps and other accessibility means is the responsibility of local self-government bodies. Even if a condominium association (in Ukraine commonly known as OSBB) is established in the building, the surrounding area usually remains in communal ownership. This means that the right to manage the surrounding area belongs to city, settlement or village councils and their executive bodies.
To arrange the installation of ramps, an application must be submitted to the relevant structural unit of the local council responsible for these issues. Depending on the structure of the council’s executive bodies, these may be units dealing with urban planning and architecture, social protection, capital construction, etc.
Local self-government bodies may request the following documents (the list may slightly vary depending on the city or hromada):

Technical documentation for the building
Project or sketch of the ramp
Financing documents

To ensure accessibility, a ramp must meet certain requirements to be convenient to use, including:

No more than one month (this period may be extended to 45 days) from the date the application is received. Applications that do not require additional study must be considered immediately, but no later than 15 days from the date of receipt.
Yes. You must collect all receipts and documents confirming payment for the installation services and then apply to the local self-government body for reimbursement of expenses.
If your request is denied, you may file a lawsuit to recover the costs of installing the ramp at your own expense.
