How to start rebuilding your home after receiving compensation: step-by-step instructions

In Ukraine, homeowners whose houses were destroyed can receive state compensation for reconstruction on their own land plots, but the rebuilding process should always start with obtaining the necessary permits. Today, thanks to digital services, all required documentation can be processed quickly, free of charge, and entirely online through the Diia platform, which significantly simplifies and accelerates the path from compensation to actual restoration of housing. 


Where to begin? 

For the start of construction, it is extremely important to properly arrange the necessary permits, as the legality and smooth implementation of works depend on this. The first and primary step is obtaining a building passport, which defines the parameters of the future home, its placement on the land plot, and compliance with urban planning regulations. The building passport becomes the basis for further permits and the beginning of reconstruction. 


Obtaining a building passport 

You can obtain a building passport in Diia: 

  1. Register in your personal account on diia.gov.ua using Diia.Signature. 
  2. Fill out the online application form to obtain a building passport. 
  3. Upload the documents required for issuing a building passport, including: 

• A scanned copy of the document confirming ownership or use of the land plot; 

• An extract from the State Register of Property Rights to Real Estate; 

• A scanned copy of certified consent from co-owners of the land plot for construction; 

• Information on the presence of protected cultural heritage sites on the land and restrictions on its use in case of new construction (if applicable); 

• A scanned copy of the construction project (if any); 

• A scanned copy of the development plan for the land plot, which must include: 

  • The location of buildings and structures on the land plot; 
  • Distances to the boundaries of neighbouring plots and objects located there, engineering networks, and structures; 
  • Facades and floor plans of the objects with specified dimensions; 
  • A list of engineering systems to be installed, including autonomous systems. 


Please note: Copies of documents required for the service must be submitted in PDF format and of sufficient quality for the architect to make a decision. 


4.Review the automatically generated application. 

5.Sign the application using Diia.Signature. 

6.If there are several applicants for construction, all of them must sign the application in Diia. Each will receive a notification. If the land plot has multiple owners, each will receive an email notification to sign the application. 

7.You will receive information about the readiness of your building passport in your personal account on the Diia portal. 


Notification of the beginning of construction  

After obtaining the building passport, the next step is to submit a notification of the start of construction works, which is a mandatory procedure for the legal commencement of rebuilding. Today, this can also be done quickly and conveniently through Diia. This makes it possible to complete all formalities without bureaucracy and start reconstruction right away. 

  1. Log into your personal account on diia.gov.ua using Diia.Signature. 
  2. Fill out the online form for the notification of construction works. 
  3. You will need the registration numbers of the building passport and project documentation (if available) from the Unified State Electronic Construction System. 
  4. Read and sign the automatically generated notification with Diia.Signature. 
  5. After signing, the notification will be sent to the state construction control authority. 
  6. If there are several landowners, contact details of co-owners must be indicated so they can receive a notification to sign the form. 

You can check the status of the notification in your personal account. There, you will also receive confirmation of successful registration or information about the need to resubmit documents. 


What’s next? 

After completing construction, you can submit a declaration of readiness of the object for operation. Once registered, you will be able to formalize property rights to the new building. This can also be done in Diia.
