How to apply for a subsidy for rent online?

Due to the full-scale invasion, millions of Ukrainians were forced to leave their homes and move to safer regions. To support internally displaced persons (IDPs), the government has introduced a new form of financial assistance — a subsidy for rent. From now on, you can apply for it not only in person but also online through the portal of the Pension Fund of Ukraine. In this article, we will tell you in detail how to do this. 


What is the subsidy for rent? 

A subsidy for rent is a financial assistance from the state that allows IDPs to partially or fully cover the cost of renting a housing. Such support is intended exclusively for internally displaced persons who have left their permanent place of residence due to the war. 

The state also partially compensates for the tax burden (personal income tax, unified tax, military duty) for owners of housing who officially rent it out to IDPs. 

💡 Please note: the subsidy for rent is not fixed and is calculated individually, taking into account the total income of the IDP`s (tenant`s) family.  

 

Who can apply? 

Criteria that allow to apply for subsidy for rent: 

  • IDP status; 
  • housing is rented based on the agreement; 
  • persons have an electronic signature or Diia.Signature. 

💡 Please note: the housing owner (landlord) must agree and sign the application for a subsidy. 

 

Important: if the property is rented by several families 

Sometimes several IDP families share an apartment, for example, pensioners, partners or single mothers. In this case: 

✔️ It is enough for one person to sign a rental agreement. 

✔️ The Pension Fund will transfer the amount of the subsidy to bank account of that person who signed the agreement. 

✔️ A prior agreement between all tenants on the subsidy is required. 

 

How to apply online: step-by-step instructions 

You can apply for a subsidy online through the portal of the Pension Fund of Ukraine: https://portal.pfu.gov.ua following the step-by-step instructions. 


What will you need? 

Scanned copies of original documents are required (passport, identification code, IDP certificate, rental agreement, documents confirming the right to receive a subsidy, etc.) 

Important: 

  • scans should be in colour, clear, and legible; 
  • documents should be scaned in JPG, JPEG or PDF formats, documents containing more than one page must be attached as a single file; 
  • the size of each file must not exceed 1 MB; 
  • file names must match the content (for example, passport.pdf, code.jpg). 

Get a Diia.Signature: 

  • Download the Diia mobile app to your smartphone. 
  • Go to the Diia.Signature. 
  • Click on "Activate Diia.Signature" and complete the verification with a photo identification. 
  • Come up with and remember a 5-digit code for signing. 

 

1. Log in to your Pension Fund personal account 

  • Open https://portal.pfu.gov.ua on your computer; 
  • In the upper right corner, click "Sign in" and select "Sign in via Diia.Signature"; 
  • Click "Get login code" — a QR code will appear on the screen; 
  • Open the Diia app on your smartphone and scan the QR code; 
  • Click "Confirm", activate the signature, go through photo identification, and enter a 5-digit code. 

After successfully logging in, you will automatically be redirected to your personal account on the Pension Fund portal. 


2. Fill out an application for a subsidy for rent 

  • In your personal account, open the "Communications with the Pension Fund". 
  • Select the item "Application for a subsidy to cover the cost or part of the cost of rent ". 
  • Select "Initial completion of the Application...". 
  • Enter the requested data. 
  • Enter information about other residents (if any). 
  • Fill in the information to create an agreement: 
  • type of housing; 
  • a list of housing and utilities services; 
  • confirmation that the premises are not the subject of a dispute, have not been seized and are suitable for living. 
  • If necessary, attach additional documents (e.g., divorce certificates, alimony, etc.). 

💡 Please note: fields marked with an asterisk (*) are compulsory. 

 

3. Sign the documents 

When all the required information has been entered, the system will generate two documents: 

  1. Application for a subsidy. 
  2. A sample of the agreement. 

Both documents will appear in your account with the status "Awaiting signature". After that, you need to: 

  • Check the application and agreement data. You can edit them if necessary. 
  • Sign the application and the agreement using Diia.Signature; 
  • You will receive a signature request in the Diia app on your smartphone. Click "Sign and send to Pension Fund"

💡 Please note: the documents will also be sent to the housing owner (landlord). Only after the application and the agreement are signed by both you and the landlord the documents will automatically be sent in electronic form to the Pension Fund. 


4. Keep track of the result 

You can check the status in the "My Applications" section, where the Pension Fund's decision will appear in PDF format. Notifications are also sent to the My Notifications section. 

 

What if you submit it offline? 

Online submission is convenient, but you can also apply in person at: 

  • the nearest Pension Fund service centre
  • the Administrative Service Centre (known as TSNAP) at the place of residence. 

 

A rental subsidy is an important tool to support IDPs, allowing them to legalise their rental relationship and receive real financial assistance. Online application is fast, without queues and without paperwork. Remember: properly executed documents are the key to receiving assistance on time.
