The "Electronic Court" System: Step-by-Step Guide

Registration in the "Electronic Court" System is a convenient and fast way to access justice regardless of your location. The "Electronic Court" system allows citizens of Ukraine to remotely submit applications, participate in court hearings, and receive documents. Registration in this subsystem is the first step toward full use of its functionality. Below is a detailed registration guide for individuals. 

Preparation Stage: What You Need for Registration 

Before starting registration, prepare: 

  • A Qualified Electronic Signature (QES) issued by an accredited key certification center (ACCC). QES is required for authorization and document signing. 
  • An email address that will be used for receiving notifications. 
  • A mobile phone number — it will be needed to confirm actions in the system. 

System Registration 

Step 1 – Go to the "Electronic Court" Portal 

Go to the website cabinet.court.gov.ua. 

Step 2 – Authorization via ID.GOV.UA 

  • On the main page, click the "Login with ID.GOV.UA" button. 
  • You will be redirected to the Integrated Electronic Identification System (IEIS). 
  • Select the type of QES carrier (e.g., token or file on your computer). 
  • Upload the private key file or connect the token. 
  • Enter the key password and click "Continue". 

Step 3 – Profile Completion  

  • After authorization, the system will automatically fill in your personal details (full name, taxpayer identification number) based on the QES certificate. 
  • Enter your date of birth, contact phone number, and email address. 
  • Confirm your email by entering the code sent to your inbox. 

Step 4 – Saving the Profile 

Check the entered data and click "Save changes". 

Step 5 – Cabinet Activation 

After successful registration, your account will be activated. You will be able to use the user cabinet. 

Features for Users Abroad 

Ukrainian citizens residing outside the country can use QES obtained: 

  • through Ukrainian consular offices; 
  • remotely — via BankID or the "Diia" app; 
  • in EU countries — with an eIDAS-compliant electronic signature.

Data security: Use only official websites to download software and work with QES. 

How to Upload a Private Key File in the "Electronic Court" System 

To use the "Electronic Court" system, you need to upload a private key (QES) file for authorization and signing documents. 

Step 1 – Preparing the Private Key File 

The private key file is typically in *.dat, *.pfx, *.pk8, *.zs2, or *.jks format. If the key is stored on an external device (USB drive, smart card), make sure it is connected to the computer. 

Step 2 – Logging into the System 

  • Go to cabinet.court.gov.ua. 
  • Click "Login via ID.GOV.UA". 
  • In the login window, select "Key carrier file". 

Step 3 – Uploading the Key File 

-Select the e-signature provider – from the list, select the provider who issued your QES. 

-If the QES was issued via "Diia", select "Diia.Signature-UA" or "Diia.Signature-EU". 

-Upload the file – click "Browse" or "Select file". 

-Locate the key file on your computer or storage device. 

-Click "Open". 

-Enter password – in the respective field, enter the password you received when the QES was issued. 

-Click "Continue". 

Step 4 – Data Verification 

The system reads the following data: 

  • Full name; 
  • Taxpayer identification number (TIN); 
  • Certificate expiration date. 

Make sure the data is correct. 

Step 5 – Completing Authorization 

After successfully uploading the file and entering the password: 

  • the system will confirm your identification; 
  • you will enter your user cabinet and be able to work with documents. 

Features for Users Abroad 

If your QES is stored in a cloud storage: 

  • Select the "Cloud" option. 
  • From the list of providers, find the appropriate service. 
  • Log in to it and confirm access to your QES.  

Additional Tips 

  • Make sure the key file is not damaged and is in the correct format. 
  • Use only official websites. 
  • If necessary, contact the ACCC or "Electronic Court" system support service.

The "Electronic Court" system — part of the Unified Judicial Information and Telecommunication System (UJITS) — provides Individual Entrepreneurs (EI) with a wide range of functions for participation in legal proceedings. This allows for optimized legal interaction and reduced time and resource costs. 

IE can: 

  • submit procedural documents (claims, motions, appeals, etc.); 
  • receive rulings, decisions, and notices directly in the electronic cabinet; 
  • track case status and hearing schedules; 
  • participate in hearings via videoconference; 
  • pay court fees online. 

IE Registration in the System  

Step 1 – Create an Account 

  • Go to cabinet.court.gov.ua. 
  • Log in via ID.GOV.UA using QES or BankID. 
  • Complete the profile by entering FOP data. 

Step 2 – Obtain QES 

It can be obtained from an ACCC, via "Diia", or through partner banks. 

Step 3 – Data Verification and Activation 

Once verified, you will receive full access to all functions. 

To Submit Documents: 

  • Log in to your cabinet; 
  • Select the document type; 
  • Fill out the form or upload a file; 
  • Sign it with QES; 
  • Send the document to the court - the system will notify you of its registration.  

Court Fee Payment is Available via the integrated system in the cabinet or by using Apple Pay / Google Pay or a bank card.  

Participation in Videoconferences 

  • Submit a motion at least 7 days before the hearing. 
  • Ensure you have a camera, microphone, and stable internet. 
  • Join using the link provided in your cabinet.
