What is a municipal nanny?

“Municipal Nanny” is a child care service aimed at supporting parents or guardians. Previously, it was available only to families where the child required additional care, or where one of the parents (or guardians) was a person with a disability (Group I or II) and had a child under the age of three. Later, the Cabinet of Ministers of Ukraine introduced amendments, expanding the program: now the service is available to parents of children up to 6 years old. In addition, it is now accessible to the following categories:

  • Internally displaced persons (regardless of their current place of residence) with children under 3 years old;
  • Families living in settlements where kindergartens are not operating due to martial law.

Who can be a municipal nanny

  • An individual entrepreneur (registered under NACE code 97.00 and/or 88.91).
  • They may look after up to three children at the same time — either from one or multiple families. Care can take place either at the address designated by the nanny or at the residence of one of the children — but only with written consent from all parents. These terms must be stipulated in the contract, which must also outline how the nanny will ensure the safety of the children.
  • A legal entity (registered under NACE code 78.20 and/or 85.10).
  • Care can be provided for up to six children simultaneously, from one or more families. It may take place at the location designated by the organization or in one of the children’s homes — again, only with written consent from parents. In such cases, two caregivers must be assigned. The organization is also required to ensure children have unhindered access to a shelter in case of an air raid alert.

First-degree relatives are not allowed to be municipal nannies.

Who is eligible for the service

Compensation can be received by parents or guardians of:

  • A child under six years of age with a disability or serious illnesses (such as nervous system disorders, congenital anomalies, rare diseases, cancer, cerebral palsy, mental disorders, type 1 diabetes, severe kidney diseases), or a child who has suffered a serious injury, requires a transplant, or needs palliative care, even if disability status has not been officially established;
  • A child under six years of age, if one of the parents or guardians has a Group I or II disability;
  • A child under three years of age, if one of the parents or guardians is an internally displaced person;
  • A child under six years of age who lives in an area where attending kindergarten is not possible due to war, emergency situations, or other restrictions.

Compensation is not available to foster parents or family-type children's home caregivers if they already receive state financial support in accordance with the law.

Amount of compensation

The nanny receives payment for the services provided, and the state reimburses the parents the amount equal to 100% of the minimum monthly wage for the actual hours worked, but no more than 165 hours per month.

In 2025, the minimum wage in Ukraine is 8,000 UAH, so the maximum monthly reimbursement per child is 8,000 UAH. For care of three children, this amount can reach 24,000 UAH per month.

Where to apply for compensation

Applications with required documents are accepted by the local social protection departments only by mail or in electronic format (via the Ministry of Social Policy website, its affiliated services, or the Diia portal).

Applications and documents may also be submitted to authorized officials of the executive bodies of village, settlement, or city councils, as well as to officials of Administrative Services Centers (CNAPs), who must forward the documents to the relevant social protection department within three business days.

Required documents:

  • Application for municipal nanny service compensation;
  • Application for reimbursement transfer with bank account details;
  • Copy of the contract between the applicant and the municipal nanny;
  • Proof of payment for the service (receipt, payment slip, or bank statement).

Copies of the following documents must be attached to the application:

  • Child’s birth certificate;
  • Applicant’s passport;
  • Residence permit (for foreigners or stateless persons);
  • Taxpayer identification number certificate (except for individuals who have officially opted out due to religious beliefs and have an appropriate mark in their passport);
  • Guardianship decision (if applicable);
  • Medical certificate confirming the child’s illness;
  • Medical advisory commission’s conclusion confirming child’s disability (if applicable);
  • Disability certificate or excerpt from an expert team’s evaluation regarding functional limitations (for persons with disabilities).

The above documents may also be submitted in electronic format as scanned copies.

An advanced electronic signature of the compensation recipient must be used for all electronically submitted applications and related information.
