Filling up housing stocks for IDPs: Poltava's approach

On January 29, Poltava hosted an expert discussion “Filling Housing Stocks for IDPs: Poltava Region's Approach” organized jointly by the NGO “Institute for Analysis and Advocacy” and DRC with the humanitarian assistance of the European Union. The event brought together representatives of governmental and non-governmental organizations, local authorities, and housing policy experts to identify challenges and find effective solutions to provide housing for internally displaced persons (IDPs).

DRC's lawyers presented an analysis of the current situation with housing for IDPs in Poltava region. Currently, social housing funds have been established in only 9 out of 60 communities in the region, and available temporary accommodation facilities (TAFs) account for only 165 out of 3865. At the same time, more than 1,000 IDPs are registered for temporary housing, which indicates a significant shortage of housing opportunities in the region.

During the discussion, it was emphasized that solving the problem requires a comprehensive approach, including improving the legislative framework, attracting funding from the state and international levels, and improving the effectiveness of communication between the authorities and IDPs. DRC representatives presented the key mechanisms and sources of filling the housing stock for IDPs, which can be implemented both through government initiatives and through cooperation with international partners and NGOs.

They also discussed the financing of housing programs, including from the regional budget and international grant programs. The panelists noted the importance of such initiatives for improving the living conditions of IDPs in Poltava and the region. It was emphasized that for the successful implementation of housing programs, communities should actively cooperate with donors, ensure transparency of processes and be prepared for the long-term maintenance of housing stock.

DRC's experience in working with IDP host communities has shown the need for effective interaction between host and relocated communities. The demand for temporary social housing among IDPs from cities such as Mariupol is growing, which requires new mechanisms to expand the housing stock.

Other key issues discussed included the role of the local economy in IDP integration processes, opportunities for IDPs to engage in the labor market, and potential models for financing the construction of new housing and the reconstruction of existing facilities. DRC representatives emphasized the need for communities to play an active role in these processes, including clear planning, division of responsibilities and long-term maintenance of housing facilities.

Providing housing for IDPs requires a comprehensive approach that combines legislative changes, financial empowerment, leveraging international support and effective coordination between government and civil society initiatives. DRC will continue to support communities in implementing solutions that promote housing opportunities for IDPs and their integration into local communities.
