Financial assistance to families of persons in captivity

Social support for families of individuals deprived of their personal liberty as a result of the war has been and remains one of the state's priorities. The state provides financial support to ensure a decent life for families whose relatives are in captivity.

What is the Unified register of persons deprived of personal liberty? 

The primary source of information for obtaining the right to social protection is the Unified Register of persons deprived of personal liberty as a result of war. This register was created by the Ministry of Community and Territorial Development of Ukraine (Ministry of Development). It contains information about persons in respect of whom the deprivation of personal liberty was established as a result of the war, as well as their family members. 


What assistance are the families of those deprived of personal liberty entitled to? 

 

How to get the assistance? 

To receive annual state financial assistance, it is necessary to apply in-person to the Ministry of Development and attach the following documents to the application: 

  • a copy of the applicant's passport; 
  • an information or documents confirming the fact of deprivation of personal liberty as a result of war for each year for which financial assistance is to be received; 
  • a certificate with the details of a personal account opened in a banking institution. 


To receive a one-time assistance in case of the death of a family member deprived of liberty due to the war, it is necessary to submit: 

  • a copy of the applicant's passport; 
  • a copy of the death certificate or a copy of the extract from the register of state registration of death; 
  • a copy of a certificate confirming the death of a person released from a place of detention as a result of injury, contusion, mutilation, disease, accident, etc; 
  • a certificate with the details of a personal bank account. 

 

Important to know 

Generally, internally displaced persons (IDPs) who have more than UAH 100,000 in their bank deposit account do not qualify for IDP benefits. 

However, this rule does not apply to IDP families that receive annual or one-off state financial assistance as individuals in respect of whom the deprivation of personal liberty as a result of war has been established. If you or your family members have received such annual or one-time financial assistance from the state, you will not lose your IDP payments.
