In Ukraine, special support mechanisms are in place to help large and young families exercise their right to own housing.
Under Presidential Decree № 1460, large families are granted preferential access to long-term loans for the construction, reconstruction, or purchase of housing. To implement this policy in practice, in 2001 the Cabinet of Ministers of Ukraine adopted Resolution № 584, which established a clear procedure for providing such preferential housing loans to young families and young individuals.
One of the key advantages of the programme is the long repayment period is up to 30 years. This significantly reduces the monthly financial burden and makes home ownership more attainable, even for families with modest incomes.

Overall, the state does not merely declare its support for large families but provides real financial instruments to help ensure their right to housing. The combination of long-term loans and substantial child-related benefits enables families to plan their future with greater confidence and create adequate living conditions for their children.
