Arsenii is raising a child with a disability. His son regularly undergoes medical rehabilitation both in Ukraine and abroad. The father usually accompanies him, but currently, the possibility of leaving the country is restricted due to intensified mobilization measures. In order to exercise his right to accompany a child with a disability for treatment abroad, based on an invitation from a foreign clinic, Arsenii had to bring his military registration documents into compliance and obtain a deferral from mobilization. He turned to Daria, a lawyer from the NGO “Institute for Analytics and Advocacy,” for clarification on the procedure and assistance with collecting the necessary documents.
The lawyer reviewed the available medical records confirming the child’s disability and need for rehabilitation and advised Arsenii to obtain other required documents, including a marriage certificate, a certificate from the Unified Demographic Register confirming joint residence, and the child’s birth certificate to prove the parent-child relationship. Arsenii was provided with step-by-step instructions on how to proceed at the Poltava Territorial Recruitment Center, including how to submit an application for deferral and the supporting documents confirming his eligibility. In June 2024, Arsenii received a certificate confirming the deferral of conscription for military service during mobilization in the special period and will now be able to accompany his son abroad for rehabilitation.
It is important to note that, at present, deferrals from conscription for military service during mobilization are granted for the duration of martial law in the country.
