Housing Assistance for IDPs: What Changed in 2025?

According to the Ministry of Social Policy of Ukraine, in 2023 more than 2.5 million internally displaced persons (IDPs) received housing assistance, with 73.3 billion UAH allocated from the state budget. However, in 2024, the number of beneficiaries decreased to 1.2 million people, and the total budget dropped to 38.5 billion UAH, as reported by Minister Oksana Zholnovych.

This reduction is linked to the introduction of targeted assistance and new asset-based criteria that limit access to payments for individuals with high incomes or significant property, as defined by the government.

As of March 1, 2025, housing assistance for IDPs in Ukraine has been extended for another six months. Alongside this, the government introduced new clarifications to the procedure for providing aid and imposed restrictions on combining this assistance with other forms of support, particularly housing rent subsidies.

In this article, we explain who is currently eligible for payments, in which cases the process is automatic, and in which cases it requires an application. We also remind you which categories have been excluded from the program.

What is housing assistance for IDPs?

It is financial support from the government for internally displaced persons—citizens who were forced to leave their permanent residence due to the war. These payments help cover costs such as rent, food, medication, and other basic needs.

Under current regulations, assistance is granted for six months for each member of an IDP family and may be extended—either automatically or by application—if the person meets the established criteria. In 2025, the maximum average monthly income per household member eligible for assistance is 9,444 UAH.

The monthly assistance amount for IDPs in 2025 is:

  • 2,000 UAH for adults;
  • 3,000 UAH for children and persons with disabilities.

How to apply for assistance

To obtain an IDP certificate and apply for housing assistance, individuals can apply either online or in person.

Online – via the “Diia” application:

  • Go to "Services for IDPs" → "Assistance for IDPs";
  • Enter your current address and confirm your location;
  • Add your partner and/or children if needed;
  • Indicate if you or a family member has a disability;
  • Choose the "eSupport" card for payment;
  • If applying on behalf of a partner – request confirmation via QR code or link (you have 24 hours to respond);
  • Carefully review the entered information and submit the application;
  • Optionally, indicate any social needs (e.g., healthcare, education, humanitarian aid) and provide your contact details.

In person:

  • Visit the nearest Administrative Services Center (CNAP) or local Social Protection Department.

When was the assistance last extended?

Under the “Winter Support” program, housing assistance for IDPs was extended on March 1, 2025, for another six months.

The latest changes were introduced on January 29, 2025, through Cabinet Resolution No. 1507, which updated technical rules for the assistance. It clarified the rules for calculating total income and introduced restrictions on combining housing assistance with a housing rent subsidy.

It was also established that proceeds from the sale of a sole vehicle or sole housing located in a non-government-controlled area are no longer included in income calculations. However, severance payments are considered (divided by 12 months).

Who gets automatic renewal?

Payments are automatically extended for individuals who have already been receiving the assistance and meet the required criteria, including:

  • Pensioners;
  • Persons with group I or II disabilities;
  • Children with disabilities under 18;
  • Children with rare diseases;
  • Individuals with severe illnesses without an official disability status;
  • Orphans and children deprived of parental care;
  • Foster parents, guardians, family-type children's homes;
  • Children temporarily placed with relatives.

Who can apply for an extension?

If a person is not in the list for automatic renewal, they can apply manually if they meet one of the following criteria:

  • Individuals aged 55 and above;
  • Full-time or dual-form students under 23 years old;
  • Families with children under 18 (or under 23 if studying);
  • Families with a registered unemployed member;
  • Families caring for a person with group I disability or a child with a disability/rare disease;
  • Individuals caring for a child under 3, or under 6 if the child requires care;
  • Persons providing informal social care;
  • Persons with group III disabilities.

Additionally, individual applications can be submitted by:

  • Unaccompanied minors;
  • Pregnant women (from the 30th week of pregnancy);
  • Individuals who are not entitled to a pension.

Who is ineligible for assistance?

Assistance is not granted if any family member:

  • Purchased a vehicle less than five years old;
  • Purchased real estate, securities, currency, or made expenses exceeding 100,000 UAH;
  • Has a bank deposit over 100,000 UAH;
  • Owns property exceeding 13.65 m² per person on government-controlled territory;
  • Bought property using the eRestoration compensation;
  • Is in full state care;
  • Is serving a prison sentence;
  • Has moved abroad permanently or stayed outside Ukraine for more than 30 consecutive days or over 60 days total during a six-month aid period

Can housing assistance be combined with a rent subsidy?

As of 2025, individuals receiving a housing rent subsidy cannot simultaneously receive housing assistance. This restriction applies even to those who qualify for both programs.

When is the next extension expected?

The next decision on extending payments is expected no later than the end of August 2025, before the current six-month period concludes.

If you do not fall into the category eligible for automatic extension, we recommend contacting your local Social Protection Office or applying via the “Diia” app in advance.
