In Ukraine, certain categories of citizens are entitled to receive major repairs of their privately owned apartment or house at the cost of the local self-government. Such repairs are financed from local budgets and constitute an important form of social support for people who need improved housing conditions.

major repairs may be carried out no more than once every 10 years. The local self-government body determines the specific periodicity.
To obtain free capital renovation, an entitled person must submit a written application to the local self-government body at the place of residence.

The local self-government body establishes a special commission, which includes:
After inspecting the housing, the commission determines:
In doing so, the commission takes into account the date of the last capital renovation and the technical condition of the housing.
Persons with special labour merits to the Motherland are entitled to receive compensation if they carried out the capital renovation at their own expense.
The amount of compensation:
The absence of approved budget allocations or targeted programmes in the local budget is not a lawful ground for refusing to carry out the administrative procedures necessary for granting this benefit.
