Free restoration of driving licences and vehicle registration documents for individuals affected by shelling

The Cabinet of Ministers of Ukraine has exempted individuals affected by the war from paying the administrative fee for the issuance of a driving licence. Additionally, such individuals are no longer required to pay for plastic card. The relevant decision was adopted on 6 August 2025. 

 

What has changed 

If you have lost your driving licence or vehicle registration documents due to shelling, evacuation, or other war-related events — you are now entitled to obtain new documents free of charge. 

The Ukrainian government has amended the current regulations (Cabinet of Ministers Resolution No. 340 of 1993 “On the approval of the procedure for issuing driver’s licences and admitting citizens to drive vehicles”) by introducing provisions that allow affected individuals to obtain documents without paying administrative fees or the cost of blank cards. 


Previously, the re-issuance of a lost or stolen driving licence was handled by the territorial service centre of the Ministry of Internal Affairs (MIA) after verifying the prior issuance of such a licence andsubmitting a full package of documents (see here). These documents could also have been lost during the shelling. Thus, for a person who had experienced traumatic events, restoring a licence became an exhausting process. 

The cost of issuing a replacement driver’s licence reached UAH 608, with delivery within Ukraine adding another UAH 294. 

 

What is required to access the free service 

To exercise the right to free issuance of documents, the following must be submitted: 

  1. A statement declaring the loss of the document due to the war. 
  2. A document issued by the pre-trial investigation authority recognising the victim in the relevant criminal proceedings: an extract from the Unified register of Pre-trial Investigations and/or a copy of the victim's Protocol of Interrogation and/or a memo on the rights and obligations of the victim and/or a statement of criminal offence (if submitted). 

 

Where to apply for documents 

You may apply at any service centre of the Ministry of Internal Affairs — either stationary or mobile (see mobile centre schedules by region). 

You may also submit documents online through the Driver’s electronic account by selecting the "+Request Service" section. 


The Resolution also provides for the possibility of submitting document copies via the Diia Portal, subject to technical feasibility, though this feature is temporarily unavailable. 

Important! Delivery of reissued documents is not available to occupied territories or areas of active hostilities. 

In addition to driving licences, this benefit also applies to vehicle registration documents (see Cabinet of Ministers Resolution No. 1388 of 1998).
