Obstacles to applying for compensation (obtaining a certificate) under the E-Restoration program

Leonid turned to the lawyers of Caritas Kharkiv. He said that his and his wife's house, located in the village of Petropalivka in Kharkiv region, was completely destroyed by rocket attacks. Earlier, they had filed a report on the destruction of the house through the E-Restoration app. Then they registered the house in the State Register of Real Property Rights (SRRP). However, they were unable to apply for compensation through the E-Restoration application, as the program kept giving them an error.

The lawyers found out that the same house at the same address is currently listed three times, one of which is included in the SRRP, and two are not. And to receive compensation under the E-Restoration program, the ownership must be registered in the register for one object. It was not possible to apply for compensation for a house for which information was entered in the SRRP.

In order to receive compensation under the E-Restoration program, the ownership must also be registered for one house at one address.

The couple found themselves in a vicious circle: in order to receive compensation in the form of a housing certificate, it was necessary to register the ownership of the house in the State Register of Real Property Rights as one whole object and at one address.

The lawyers of Caritas Kharkiv helped to carry out all the necessary measures that led to the successful registration of the ownership of the house in the State Register of Real Property Rights as one single object and at one address.

Thanks to this, the couple was able to apply for compensation for the destroyed house in the E-Restoration program to obtain a housing certificate.

Caritas Kharkiv provides free legal aid to the war-affected population in cooperation with the Danish Refugee Council (DRC) thanks to the generous support of the American people through the Bureau of Humanitarian Assistance of the United States Agency for International Development (USAID), as well as funding from the European Union's civil protection and humanitarian assistance.
